Flood Consultants Network is a team of experienced flood professionals who work inside the National Flood Insurance Program (NFIP) claim system.

Our team includes active NFIP flood adjusters and specialists with deep, hands-on experience applying FEMA policy in real-world flood claims — not in theory, but in the field.

We do not sell insurance.
We are not public adjusters.

We are flood claim strategists.

Our role is to help clients understand how flood policies actually work, how claims are evaluated, and how financial gaps form during recovery — so better decisions can be made before and after a flood.


Our Founder & Leadership

Flood Consultants Network was founded by Vance E. Shimley, a nationally respected flood insurance professional with decades of hands-on experience working inside the NFIP claim system.

Vance serves as the strategic leader of FCN, guiding the firm’s approach, methodology, and education-driven philosophy.

As an active NFIP flood adjuster, Vance brings direct field insight into FEMA policy interpretation, exclusions, limitations, and claim mechanics. Under his leadership, FCN operates as a collaborative team — combining multiple perspectives from within the flood claim process.
