Vance serves as the strategic leader of FCN, guiding the firm’s approach, methodology, and education-driven philosophy.
Vance brings direct field insight into flood insurance policy interpretation, exclusions, limitations, and claim mechanics. Under his leadership, FCN operates as a collaborative team — combining multiple perspectives from within the flood claim process.

Cortney Haley is a strategic advisor at Flood Consultants Network, where she helps shape how building owners, partners, and the industry understand flood as a financial business risk, not just an insurance issue.
With over a decade of experience analyzing NFIP and private flood insurance policies, Cortney specializes in identifying the gaps between insurance coverage rules and real-world flood recovery costs. Her focus is on pre-loss clarity—defining reimbursement boundaries, documentation expectations, and decision points that often determine financial outcomes after a flood.
In her role, Cortney supports FCN’s advisory strategy, thought leadership, and authority-building efforts, ensuring the company’s messaging consistently reflects how and where financial risk is actually created—especially in the critical early stages after a flood.



Jann plays a key operational and marketing support role at Flood Consultants Network, helping ensure that communication, documentation, and internal workflows are handled with care and consistency.
Her work allows the rest of the FCN team to stay focused on client service, advisory strategy, and flood claim expertise.
She supports FCN’s content creation, scheduling, and engagement efforts while also assisting with internal organization and day-to-day coordination.
Jann’s attention to detail and operational leadership help ensure that every client experience with FCN is organized, responsive, and professional from start to finish.

Ireslynn serves as Financial Director at Flood Consultants Network and brings over a decade of experience in financial oversight and management.
She plays a critical role in ensuring FCN operates with clarity, consistency, and accountability, while supporting the firm’s mission to help building owners reduce financial risk related to flooding.
