About Flood Consultants Network
Flood Consultants Network (FCN) exists to help commercial building owners and property stakeholders understand the real financial risk of a flood — not just whether a flood insurance policy is in place.
A flood policy doesn’t guarantee a full financial recovery.
The real financial risk shows up when recovery costs exceed what insurance reimburses. This often happens because policy rules are misunderstood, documentation is incomplete, or contractor scope extends beyond what flood insurance will pay.
FCN helps close that gap.
Who We Are
Flood Consultants Network is a team of experienced flood professionals who work inside the National Flood Insurance Program (NFIP) claim system.
Our team includes active NFIP flood adjusters and specialists with deep, hands-on experience applying FEMA policy in real-world flood claims — not in theory, but in the field.
We do not sell insurance.
We are not public adjusters.
We are flood claim strategists.
Our role is to help clients understand how flood policies actually work, how claims are evaluated, and how financial gaps form during recovery — so better decisions can be made before and after a flood.
Our Founder & Leadership
Flood Consultants Network was founded by Vance E. Shimley, a nationally respected flood insurance professional with decades of hands-on experience working inside the NFIP claim system.
Vance serves as the strategic leader of FCN, guiding the firm’s approach, methodology, and education-driven philosophy.
As an active NFIP flood adjuster, Vance brings direct field insight into FEMA policy interpretation, exclusions, limitations, and claim mechanics. Under his leadership, FCN operates as a collaborative team — combining multiple perspectives from within the flood claim process.
Why Flood Consultants Network Exists
Most flood claim problems don’t come from damage.
They come from misunderstanding the policy and the recovery process.
Commercial building owners are often caught between:
What flood insurance reimburses
What recovery actually costs
What contractors include in repair estimates
FCN was created to help clients understand this gap before money is on the line — reducing confusion, pressure, and unexpected out-of-pocket costs during recovery.
What We Do
Flood Consultants Network helps clients:
Understand what flood insurance will and won’t pay for
Identify potential financial gaps before a loss
Align insurance expectations with real recovery costs
Recognize legitimate flood-related contractor scope
Avoid paying for work that is not flood-damaged or not covered
Our work is educational, strategic, and grounded in real-world claim experience.
Our Approach
FCN is built on a simple principle:
Better decisions happen when people understand the rules before the money is on the line.
That’s why our approach emphasizes:
Education over reaction
Preparation over pressure
Precision over assumptions
We work within the flood policy — not against it — helping clients navigate claims and recovery understanding how the system actually functions.
Beyond the Claim
Floods are chaotic.
The process doesn’t have to be.
Flood Consultants Network exists to bring clarity, structure, and confidence to flood recovery — helping businesses prepare beyond the policy and experience fewer financial surprises after a flood.
Flood Consultants Network provides educational and advisory services. We do not sell insurance, perform construction, or act as public adjusters.

Know the gap between insurance payments and real recovery costs.

Honesty and transparency.

No surprises. Better outcomes.
